Adult Foster Home Providers: Who We Are
SEIU Local 503 represents approximately 3500 commercial and relative
adult foster home providers who provide Medicaid services in their
homes to low-income seniors and people with physical, mental, and
developmental disabilities. Services are provided 24/7 and include
activities of daily living, such as bathing, grooming, mobility,
toileting, feeding, medication management and cognition. Adult foster
home owners provide services that allow their residents to live in a
comfortable home setting with a sense of independence and dignity.
Adult foster home providers formed a union to address low Medicaid
reimbursement rates, no benefits, inconsistencies in applying policy,
licensure, and investigatory proceedings, and a general lack of rights
for providers. We won a first contract in 2008 with a 2.1% + $260 rate
increase per month per resident — the largest rate increase in the
history of the program. We are currently bargaining our second contract
and are proposing language that strengthens provider rights, brings
transparency and consistency to the assessment process, and increases a
provider’s right to operate as a small business owner.
