Child Care Providers: Who We Are

License Exempt Child Care Providers in Oregon are now part of SEIU Local 503! We are Child Care Providers who are paid by the State of Oregon, through DHS (Department of Human Services). Many of us provide child care for the children of family members, friends, or neighbors. We are often referred to as FFN providers (Family, Friends, and Neighbors). We are among some of the lowest paid workers in Oregon, often making on average $2 an hour per child. We had to fight hard to be recognized as a Union, but once we organized, we were able to bargain a great first contract that included:

Oregon Child Care Resource and Referral Network
A statewide network of 17 resource and referral agencies serving all 36 counties in the state of Oregon. The Network works with government officials, parents, business leaders, child care providers and community leaders to improve the availability of high quality child care for all families in Oregon.

Information about rates, co-pays, eligibility, etc.

Calculate your co-pay for Employment-Related Child Care
Working families whose income is below 185% of the Federal Poverty Level may be eligible for financial help with child care costs.

Oregon Commission for Child Care
Advises the Governor and Legislature on the issues, problems, and solutions related to affordable, quality child care in Oregon; and advocates for the availability of safe, quality and affordable child care.

The enhanced rate

Enhance your Pay with the Enhanced Rate!  Our union contract protects the “Enhanced Rate” (a 7% pay increase) for License Exempt Child Care Providers who complete the following trainings: CPR & First Aid, Recognizing Child Abuse and Neglect, Food Handlers Permit, and an additional 8 hours of training through the Child Care Resource and Referral Network within 2 years.

In addition to getting a raise for completing these trainings, the training fund that we won through our union contract covers all the fees for these trainings. You will receive $12 an hour for attending the Enhanced Rate trainings to help cover child care and transportation costs.
